The Chief Operations/Risk Management Officer’s responsibility is to safeguard the interests of GLEAMNS through the management of all legal affairs of the Agency, to include providing advice and counsel on all contracts, employment, corporate governance issues, and the overall direction and administration of all programs. The Chief Operations/Risk Management Officer is also responsible for overseeing and providing support to the Personnel Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervise daily operations of all GLEAMNS programs and services. Provide ongoing review of current business functions, strategize changes and updates to day-to-day operations, and collaborate with management staff to set and meet Agency objectives.
Manage all legal affairs of the Agency including, but not limited to, contract review and negotiations, corporate governance, compliance with all local, state, and federal labor laws, and collaboration with outside legal counsel on litigation and advice general matters.
Oversee the functions of the Personnel Department including, but not limited to, employee recruitment, selection, credentialing, evaluation, employee development, retention, and employee relations.
Assist in developing policies and procedures to drive ongoing compliance with program and service requirements.
Provide advice and guidance to management staff on various matters to effectuate program compliance.
Work closely with other c-level executives on all matters related to the Agency. Cross train on various leadership roles to act in the absence of the CEO.
Perform other duties as required and determined by the Chief Executive Officer.
ACCOUNTABILITY
For the overall direction and administration of all Agency services, programs, and legal affairs.

QUALIFICATIONS
Juris Doctorate Degree required; licensed to practice law in the State of South Carolina with a minimum five years’ experience in practice of law. Preferred experience in administration and supervision in a non-profit organization. Knowledge of general contract law, employment law and general issues of corporate governance. Ability to work with a culturally diverse workforce. Ability to investigate, interpret, persuade, analyze and arbitrate. Basic computer skills.
EQUIPMENT AND MACHINES
Computer and other basic office equipment.
WORKING CONDITIONS
Office environment. Travel is required within and outside of the state to attend various events and training.
ADDITIONAL COMMENTS
Must have ability to communicate with a variety of people, work independently, and maintain strict confidentiality of Agency data. Must be cooperative and display a positive attitude towards working with other staff members. Must exercise discretion and sound judgment in the performance of assigned duties.

GLEAMNS in a non-profit organization that provides a variety of comprehensive services designed to help low-income families develop self-sufficiency. These programs include Community Services Block Grant (CSBG), Head Start and Early Head Start, Low Income Home Energy Assistance Program (LIHEAP), Weatherization, and a Workforce Development Program.
