Position Description: The UCLA Office of Research Administration (ORA) seeks an experienced, proactive Senior Director for the Office of Contract and Grant Administration (OCGA). The best candidate for this position will be a strong manager, an active problem-solver, and will serve as a resource for the campus research community, providing expertise, guidance, and education on contract and grant administration principles and best practices. The ideal individual for this role will have significant experience managing research contract and grant operations in an academic environment similar in size and complexity to UCLA; deep understanding of the field's current and emerging regulatory requirements and challenges; and proven ability to build and maintain strong working relationships with a diverse group of stakeholders.
Reporting to the Associate Vice Chancellor for Research Administration, the Senior Director is responsible for leading a team of 50 professionals who provide a broad range of contract and grant services on behalf of the University to support research faculty who are seeking or managing funding from government and non-profit sponsors. OCGA operations are highly complex, reflecting the breadth and depth of UCLA's academic program. In Fiscal Year 2020, OCGA staff reviewed and submitted nearly 6,000 proposals; negotiated and executed nearly 7,000 contract and grant award transactions; and issued over 2,000 subawards and modifications on behalf of UCLA researchers, who brought in more than $1.4 billion in contract and grant funding in FY2020.
With an annual operating budget of about $6 million, the Senior Director develops and executes operational strategies in OCGA to achieve ORA-wide priorities for: ensuring institutional compliance; integrating policies, processes and systems to enable efficient and seamless transactions with faculty and sponsors; and providing extraordinary customer service. The Senior Director coordinates with other ORA directors to ensure critical integration across research administration functions, including Research Data Management, Extramural Fund Management, Human Research Protection Program, Research Safety and Animal Welfare Administration, and Research Information Systems.
OCGA has primary responsibility for the interpretation of University-wide and campus policy, sponsor guidelines, and applicable federal and state laws and regulations relevant to the administration of contract and grant funding from government and non-profit sponsors. The Senior Director builds and maintains effective professional relationships with ORA, campus, and UC Office of the President (OP) colleagues, who are specialists in: regulations governing human subjects research and the use of animals in research; intellectual property policies; financial conflicts of interest requirements; export controls; financial management and reporting; clinical research issues; systems development and maintenance; data analysis; legal affairs; risk management; and research policy, to name a few.
The Senior Director promotes and advances contract and grant administration issues (1) across campus through regular communications and meetings with school and department administrators and faculty researchers; (2) throughout the UC System by participating in monthly calls and workgroups with OP and system-wide OCGA Directors; and (3) on the national level through active participation representing UCLA in research administration advocacy organizations such as the Federal Demonstration Partnership (FDP), the National Council of University Research Administrators (NCURA), and the Council on Government Relations (COGR).
