Provide highly advanced purchasing knowledge and tact dealing with departments and outside vendors for the purpose of obtaining a variety of goods and services. Responsible for independently determining the disposition of routine procurement issues, but referring all non-routine issues to a superior.
Work with University's Office of Legal Affairs if contractual documents are required. Engage in daily contact with a variety of assigned departments, and their staff, to assist in the procurement process, and provide recommendations/advise on proper procurement methods, available contracts, etc. Coordinate actions as needed involving Accounts Payable and Central Receiving as related to payments and receipt of ordered goods and services. Research potential sourcing partners and alternative solutions in the marketplace. Be able to provide value/cost analysis to help determine best value for the University. Exhibit knowledge of all relevant University procurement procedures, UT System purchasing rules, regulations and policies, and State and Federal (if applicable) procurement statutes. Work with HUB Coordinator to facilitate compliance with the HUB program. Comply with the University's Purchaser Training and Certification Plan. Perform other duties as assigned.
High School diploma. Five (5) years of purchasing experience. Must have current certification from a State of Texas approved professional purchasing organization. Those organizations are the State of Texas Comptroller's Office, The Institute for Public Procurement (NIGP), and Institute for Supply Management (ISM). Excellent verbal and written communication skills, customer service skills and problem-solving skills. Work, communicate and interact with others in accordance to the University's Principles of Community, which are – Mutual Respect, Constructive Communication, a supportive environment, collaborative relationships, leadership and service, and inclusion and diversity. Standard machines common to accounting offices. Intermediate proficiency of Microsoft Office Suite products.
Bachelor's degree. Past experience in the public sector developing scopes of work and complex procurement solicitation documents. PeopleSoft/E-Procurement experience. Strong time management and planning to coordinate and prioritize multiple simultaneous purchasing for various university departments. Ability to analyze information, situations, problems, policies and procedures to suggest logical, ethical and effective decisions or solutions to problems.
