UPMC Susquehanna is a six-hospital integrated health system in northcentral Pennsylvania including Williamsport Regional Medical Center, Divine Providence Campus, UPMC Susquehanna Muncy, UPMC Susquehanna Soldiers + Sailors, UPMC Susquehanna Lock Haven, UPMC Susquehanna Sunbury, and UPMC Susquehanna Williamsport. The Chief Financial Officer, UPMC Susquehanna is responsible for the planning, structure evaluation and administration of the financial operations of the Hospital and its affiliated corporations.
Maintain effective relationships and communication with leaders from UPMC, Hospital Presidents, Hospital Division CFO, the Hospital Boards, management, medical staff and clinical areas in developing the Hospital's mission, strategic plans, budgets, resource allocation, operation plan and policies. Develop tools and systems to provide critical financial and operational information to the Hospital President and Hospital Division CFO to make actionable recommendations on both strategy and operations.
Responsible in conjunction with other members of the management team for formulating short- and long-term goals and plans for organizational components within area of responsibility, as well as the overall hospital, including the Hospital's long-range financial plan, annual budget and return on investments. Develop and implement plans to ensure long range protection of Hospital capital assets through the budgetary and strategic planning processes. Engage the hospital management team around issues, trends, and changes in operations and their financial impact.
Develop, approve and secure approval of policies for responsibility areas/functions and for subordinate functions/areas designated to ensure the attainment of agreed-upon goals in accordance with approved plans. Ensure the development of procedures necessary to implement approved policies.
Has overall financial responsibility for institution's finance areas including those areas integrated across UPMC. Traditional areas, which fall under the auspices of this function, may include revenue cycle, financial planning and control, budgeting and decision support, patient access, Health Information Management, physician services and medical records.
Develop and secure approval of a coordinated budget for areas of responsibility as well the Hospital's overall budget; guides and assists managers in the development of their budgets as necessary.
Administer or delegate and monitor the administration of budgets, approving expenditures, reviewing reports, etc. Ensure maintenance of appropriate internal controls and financial procedures.
Responsible for selection, training, continuing education, performance evaluation and discipline of departmental management and staff.
Ensure effective departmental organization, staffing levels, management control procedures, workflow patterns, record keeping, and communication vehicles are maintained.
Communicate and enforce Hospital-wide and departmental policies and procedures.
Provide the operational direction necessary to ensure efficient and effective delivery of fiscal services.
Staffs various Hospital and Board Committees. Responds to Board inquiries and direction. Advises Board of Hospital financial and property management issues.
Remains active in community, state and national committees to assist with Hospital outreach to the community. Monitors governmental and third-party regulatory and payment changes. Acts as lobbyist in the Hospital's interest.
Will also have a dual matrix to corporate for oversight of the Management Reporting System within the Hospital Division for Productivity reporting.
SKILLS & KNOWLEDGE:
Strong knowledge of health care environment and ability to apply this experience to the design and operation of hospital financial systems. Advanced analytical ability necessary to: (a) participate in the development of goals and plans, (b) develop policies and procedures, (c) evaluate departmental effectiveness, (d) determine cash flow requirements, and (e) analyze profitability, expense allocations, reimbursement rates, and budget variances; perform other financial analyses, and prepare related reports. Interpersonal skills necessary to relate to Hospital Presidents, other senior Hospital administrators, medical staff, faculty, board members, and other Hospital professional and technical personnel.
Managerial/supervisory skills necessary to plan, organize, motivate, direct and integrate the activities of finance departments.
Ability to work in a highly complex and unstructured environment under general policy guidance with minimal day-to-day direction
EDUCATION & EXPERIENCE:
Level of knowledge equivalent to that ordinarily acquired through completion of a master's degree in business administration, CPA, or a bachelor's degree and equivalent experience.
Ten years of progressively more responsible experience in order to: (a) acquire a thorough knowledge of hospital financial systems and practices, (b) acquire a working knowledge of applicable laws, regulations, and guidelines, (c) acquire an understanding of subordinate department operations and functions, and (d) develop suitable analytical interpersonal and managerial and/or supervisory skills.
Excellent written and oral communication skills.
Ability to communicate/convert complex financial information and issues into format.
