Responsible for working with a legal team collaborating on MSRB rulemaking and regulatory policy functions and legal projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for rulemaking, regulatory policy, and legal projects, often involving contact with other regulators, industry participants, outside counsel, and consultants
Renders legal interpretations, both oral and written, of MSRB rules in response to regulatory, industry, and public inquiries
Prepares policy memoranda to the Board of Directors, Committees, and Working Groups and may orally present such materials, including those raising novel and difficult issues
Prepares MSRB notices for publication, including notices requesting comment on proposed rule changes, notices describing MSRB and SEC actions on proposed rule filings, and interpretative notices, as well as other legal documents
Prepares and files proposed rule changes with the SEC in accordance with all legal and MSRB requirements, including proposals raising novel and difficult issues, and follows through with other actions required for SEC approval of such filings
Collaborates with other legal staff on MSRB filings, notices, and rule interpretations
Directs or assists with other rulemaking, policy, and legal projects as assigned
Represents the MSRB and makes presentations regarding MSRB activities and municipal securities issues in areas of expertise at meetings and conferences of dealers, issuers, municipal advisors, other regulators, and/or investors
Performs other duties as assigned
J.D. degree, bar membership, and a minimum of eight years of prior related legal experience, including at least three years in the securities industry and/or with a regulatory organization. Knowledge of broker-dealer regulation and MSRB rules. Broad knowledge of the municipal securities market and products. Strong critical thinking skills and analytical ability. Outstanding oral and written communication skills and experience with public speaking to small and large audiences.
